A road sign near my work: "Is there a pill that prevents HIV?" Ones presumes they use a question so that when somebody tries to sue them, they'll claim they didn't actually say Prep would prevent HIV. But in addition to however much HIV spreads as people begin to behave badly again while on this (no doubt heavily subsidized) pill, there are plenty of other diseases, both mundane and esoteric that shall be spread.
And to whatever level Prep 'works' viruses mutate and evolve as well. Just as bacteria become antibiotic resistant, so too will viruses become antiviral resistant- and not just the ones being intentionally targeted here.
