I can imagine the owners of a particular place choosing to set up a marketplace. The owners provide space, perhaps some security, and some way of dealing with differences. In return the owners ask for a certain amount of money. They could ask for money at the door, or they could have a price per transaction, etc... The reason this would be legitimate is that the individuals choosing to go to that market are able to freely choose to go there or not.
So, in reality just taxes equal payment for services rendered. Services that we actually want and are properly priced out beforehand so that we can understand and make the choice.
