Read Romans 12 and 14 for good measure. Notice how this discussion of 'governing authorities' in 13 comes in the midst of a larger discussion of how christians should treat each other. It certainly touches on secular government, but how can that possibly be the central message? Isn't this the use of secular government as an example? An example newly formed christian gentiles would understand?
