Voting for a bill you haven't read ought to be a punishable offense. At the very least, they should be fired, though I do think some jail time for negligence ought to be included. Boehner's impassioned speech could be applied to many, many bills.
Think about how long it takes you to read a 300 page book. Then realize it's a serious responsibility to pass legislation that will effect the 300+ million people (+ in this case probably represents the rest of the world because you know what we do here makes waves everywhere else), so you'd probably want to go a little slower, maybe take notes. This bill was over a thousand pages.
This is the path to ruin. If a person committed himself to spending his own wealth in this manner, we would immediately come to the conclusion that something was wrong. But let a crew of thieves dress their profligate spending up with the mock-sanctity which comes from the trappings of government, and far too many of my fellow Americans assume it's okay.
It similar to the pro-life issue in that, somehow our enemies have created a situation in which we have one illusory 'constitutional' manner in which to act, and as long as we continue acting in that particular manner we will continue to lose.
