I'm thinking it's slower and filled with helium, rather than being a plane filled with petroleum based fuel, so a Zeppelin-like ship can't possibly represent the same sort of danger that airplanes do. I'd imagine there are many willing to take a slower means of transportation if it means no security theater and better customer service.
Sadly, the way government interferes so much in our lives now means we'd need lobbyists in Washington D.C. sewing up commitments to us before G.E. noticed that we were a potential threat to their high speed rail lines. In reality, those rail lines aren't good for much more than a money dump; they won't be feasible means of travel for most Americans, but while G.E. is getting the gravy from the government, everyone associated with the deal is likely to use force to shut down competition.
But it would still be fun to try, especially since there's a small chance they wouldn't notice for a while. Neither Google or Walmart were noticed until they were already pretty big.
If we made the ships as big as I'd like, though, we'd get noticed. Perhaps I should settle for not being perceived as a threat.
